I am unable to play Mass Effect: Andromeda offline on the EA app

I have done what the boards say about making sure that the game has run at least once in online mode; I have 6 hours of play time so that shouldn't be the issue. Mass Effect states the game can be run in offline mode. I have run other games in offline mode without any issues (Sims 4).

I have attempted to start the game via both Steam and the EA app with no success. The EA app gives me the option to select the play icon with nothing happening and Steam attempts to start the game with the green play button switching over to the blue stop button then immediately going back to the green play button.

Is there any solutions that might work for this or is this game only able to be played online despite everything saying it can be played online?
