The cooldown is affected by the weapons, gear and consumables you carry, so it isn't a flat out value. Plus, with Area-Reave (rank 4 "Radius" evolution) you can indeed get this many combos, as the first Reave would affect a group of enemies, each of them primed so that you'd only need to use Throw to trigger another explosion and not have to even cast reave again
I did get my facts straight and have indeed tested it with a friend, but thanks for suggesting otherwise, really makes your argument that more compelling. We both took the heaviest weapons and each had a -200% cooldown, so any cooldown-reset would have been obvious. Each time he did "Reave" and I used "Throw" with Evolution "Recharge Combo" and only my Throw-Cooldown was reset and not his Reave. Everything else would have been very odd since nowhere does the description even state that this evolution would effect team-mates.
So again - there is no "bug" to report. You'd think something like this would have been mentioned in a thread somewhere on BSN in almost a year that ME3 is out now, but there is nothing to be found.
And nowhere in the description says it doesn't. Plus, area reave didn't matter considering there was only one opponent there.
It probably wasn't mention, because no one seem that power was useful enough to get.
Do you go around complaining to people who are trying to report things?
If a Bioware staff comes in here and says I'm wrong then I'll agree with you, if not then I'm sticking with what I've tested.

So, because the description of "Overload" doesn't say it won't shoot lightning bolts from your fingertips, it does? Strange way of arguing. And if there was only one opponent there, then how could you make combo after combo as you said yourself just one post before? You're contradicting yourself.
But it seems there's no further point to this - you believe what you want to believe and I what I know from several hundred hours of gameplay, testing and exchanging with fellow BSN players. A tip if you want to "convince" BioWare or anyone else for that matter that something is wrong - record a video of it.

To finally settle this, here is the answer of a dev over at the BioWare Social Network:
"The intent of this evolution is to essentially negate the cooldown of the throw. So that the player basically gets a free power use, and can immediately use another power, if they used their throw for a detonation. It should not matter who set the power, or affect any other players."
