There never has been any "Bug Report" area on the Bioware Social site. OIfficial support has always been on the EA Help Center's sire. We used to DISCUSS the bugs among ourselves, gamer to gamer, on their Tech Discussion forums before those were locked down.
Oh Kay then,
Well Warp cooldown doesn't get reset via Throw power reset upgrade.
Reave reset instantly via Throw power reset upgrade.
Haven't tried it with other powers yet.
Example.
Teammate uses Reave and I use Throw, both Reave for my teammate and my Throw gets reset.
Teammate uses Warp and I use Throw, only my Throw gets reset.
I have a fully powered up Turian Havok, because the game gave me too much spec points.

You can get banned for using a character with too many Skill points. Yes, there is a bug that gives you too many, but you are not supposed to use them if it happens. Either promote or use a Reset card on that character to continue using them.
Will I get reimburse for respecting them. Because getting items aren't easy in the game and I don't feel like promoting again until another Weekend challenge that requires promoting happens.
It's pretty clear - either respec them, promote them or risk getting banned. A respec card isn't that hard to come by, it's a silver card...
The power reset evolutions only work for yourself, not your team-mates (we're speaking Multiplayer, right?). So any power your teammate uses cannot reset because of a power you used.

If you promote a character, it puts that class to level 1, but does not affect your weapons, mods, or characters you have unlocked. It simply sets the class level to 1 allowing you to re-level it to 20
Using a reset powers card simply takes all the points out of the skills, giving you the correct number for your level, allowing you to reallocate them into the skills
Power Reset does work for teammates, I've tried it on multiplayer. I had a friend use reave and I reset it with my throw with the power reset skill. I figure I would try it to reset a teammate skill, because throw is so fast to matter for your own.
I know how to reset my character, I just feel I'm getting punish for Biowares mistake. It's not like I'm purposely doing it like those missle glitchers.
Anyways I'll promote my character, but that's not really my main focus. I just wanted Bioware or whichever company patches the game to know that warp doesn't work with the power reset.

It really doesn't. Reset evolution only works for you. So either your teammate lied or didn't know what he was talking about. There is no bug to report.
So you're saying that proof isn't valid? Have you tried it yourself? Doubt it. So you're saying that when we did five reave/throw combo in under three seconds it doesn't work? I know for a fact that reave cooldown is over two seconds while throw is over one. How can we get that many in that amount of time if it didn't reset both our cooldown. Get your facts straight before arguing over the internet. The reports are meant for bioware staff anyway.
The cooldown is affected by the weapons, gear and consumables you carry, so it isn't a flat out value. Plus, with Area-Reave (rank 4 "Radius" evolution) you can indeed get this many combos, as the first Reave would affect a group of enemies, each of them primed so that you'd only need to use Throw to trigger another explosion and not have to even cast reave again
I did get my facts straight and have indeed tested it with a friend, but thanks for suggesting otherwise, really makes your argument that more compelling. We both took the heaviest weapons and each had a -200% cooldown, so any cooldown-reset would have been obvious. Each time he did "Reave" and I used "Throw" with Evolution "Recharge Combo" and only my Throw-Cooldown was reset and not his Reave. Everything else would have been very odd since nowhere does the description even state that this evolution would effect team-mates.
So again - there is no "bug" to report. You'd think something like this would have been mentioned in a thread somewhere on BSN in almost a year that ME3 is out now, but there is nothing to be found.
