Going to ask the obvious question here, but have you tried restarting the game? Happened to me a couple of times, but when I reopened the game the bug wore off.
I seem to have this bug consistently after playing multiplayer, then going into single player. I know restarting fixes it, but every time i switch from SP to MP it happens again. Is there any way to get a permanent solution to this? (For the record, you can swap weapons while in this bug, it's just that the GUI for swapping disappears, so you have to guess where to click and it's really irritating)

The short and sad reply is : NO. There are no more bug fixes, updates, or anything remotely related with those words for the games ME 1, ME 2 ,and ME 3. All processes are now centered with getting ME 4 off and running. Sorry. :robotfrustrated:
Thanks for alerting others to the GUI simply disappearing as opposed to not being able to switch weapons.
