I can see how one might arrive at your conclusions but I disagree. This is not to say I am right, only to state my opinion.
Reyes, could have been more out in the open. Done things the way Sloane did, especially after Sloane was dead. He still decides to remain an unknown to most people. I point this out because there is a difference (while they can go hand in hand) between wanting to be important and wanting to be seen as important. And when you want people to see you as important (or in this case as Queen/King) you're likely to perceive threats even where there aren't any if anyone seems to outshine you.
Sloane has a throne, talks down and disrespects everyone including you who could easily had proven to be beneficial to her people. Has a history of being against authority unless she's the one that has it and lies in order to maintain the view of omnipotence and or being invincible in the eyes of people.
So despite Reyes claiming that he wants to be somebody, Sloane is the one that demonstrates more so that she is about ruling others and doing so solely for her own personal gain in my opinion.
