Reyes, could have been more out in the open. Done things the way Sloane did, especially after Sloane was dead. He still decides to remain an unknown to most people. I point this out because there is a difference (while they can go hand in hand) between wanting to be important and wanting to be seen as important. And when you want people to see you as important (or in this case as Queen/King) you're likely to perceive threats even where there aren't any if anyone seems to outshine you.
Sloane has a throne, talks down and disrespects everyone including you who could easily had proven to be beneficial to her people. Has a history of being against authority unless she's the one that has it and lies in order to maintain the view of omnipotence and or being invincible in the eyes of people.
So despite Reyes claiming that he wants to be somebody, Sloane is the one that demonstrates more so that she is about ruling others and doing so solely for her own personal gain in my opinion.
I have to argue this a little. First of all, I have never encountered any Mass Effect books, so I am just going by what is in the game for my information, just like Ryder would. Sloane has shown no real tendency to stomp out anyone for "outshining" her, in fact she tends to be so hands off in that regard that she almost avoids fighting the Collective until it's too late. She is still fighting the war on the Kett, and our first meeting with her is actually very similar to meeting Evfra. They both distrust you as a possible, or even probable, enemy, although you can earn their grudging respect and partial alliance.
Interesting, using the problem with authority argument (Cough, Cough, Alec, Cough, Cough, Ryder frequently undermining/ignoring Tann & Co.'s authority, Cough, Cough, Pathfinders mutinying to go find Meridian), especially when it could just as easily apply to Reyes. Based on what I've see, it looks like Sloane is a hardcore Libertarian, and trying to run Kadara Port, and to a lesser degree Kadara, according to those principles, IE Strong military, everyone pays their own way with no exceptions, and minimal government interference/rules on people's business and personal lives. Sadly, this often includes drug use (see Gary Johnson). You will note there are only 2 rules in Kadara Port.
Admittedly, she has poor control of her troops, although she does inspire loyalty. This is due to a couple of main issues. Firstly, she seems to be trying to allow her troops as much freedom as possible, which should be significantly less than anyone else in a freedom loving society, which she may not understand. The second reason is she is the sort of commander who leads from the front, and she is forced to stay in the Outcast HQ in order to prevent the various crews of scum in the badlands from taking over and making things worse, although she sneaks out as often as possible to personally handle problems. This is why Reyes wants to stay anonymous as the Charlatan, and continue to rule from the shadows, so no one can take a shot at the head of the snake. You can be someone as the Shadow Broker just as easily as on the supermarket tabloids.
As for the drug issue, if you give the formula to the Asari instead of Dr. Nakamura and Reyes takes over, does he shut it down or just take it over?
