Steam has a refund process, but that's time limited. 2 years is well past the return period, but there can be exceptions in case of technical problems outside of your control. From the linked page:
"There are more details below, but even if you fall outside of the refund rules we’ve described, you can ask for a refund anyway and we’ll take a look."
If you prefer a fix over a refund, you'll have to contact support. The problem is likely related to your account and game entitlements, which we can't help with on the forum.
