OP the problem is worse then you thought, because all of the Exiles actually came from the 20,000 colonists on the Nexus and you should also consider the fact that none of the other 3 Arks had even made it to the Nexus before the Hyperion (which nakes it unlikely that any of the Exile came from the Arks)

You kill maybe 500 of those 20k in a single pt, and even thats a stretch with all the angara with them.

Your forgetting the Oucasts have been at war with the Collective in the Badlands of Kadara for an unkown amount of time and who knows how died until Ryder pretty much ended it.
Not to mention the unkown amount of people that have probably been killed by the enviroment hazards on Eos, Kadara and Elaadan. As well as the people who died during the two doomed colonies on Eos.
