Is there a cap on enemy movement speed debuff?

Can it be stacked to 100% like the Paladin sentinel and Collector adept can do in theory when using Cryo rounds? Volus Engineer could in theory reach 95% with Cryo rounds and probably more easily th...

I mean if you're talking about cryo ammo slowing enemies doesn't it eventually freeze them? i figure a frozen enemy is essentially 100% movespeed reduction :/

@GrimReaperTakenNot just Cryo rounds/ammo. The characters I mentioned can combine the ammo type with their powers to stack the slow effect even further. And I'm mostly thinking about armored targets which can't be frozen. I found out that the cap is at 80% (if that's true).
