I just thought of something, when I was playing the game this morning, I think The Benefactor is ( Cerberus).If they can bring back Commander Shepard and re-build the Normandy SR-1 into the SR-2 they can build theses Arks with the help of a lot of powerful supporters, mine you I could be wrong.

While there are a number of things that could point to Cerberus/The Illusive Man, there are others that don't. Namely, why help build arks for the other races? You could say it would be an easy way to eliminate a large number of them, but it seems like a lot of resources to put into the plan.
