I have been experiencing this trying to complete the game on GamePass Cloud. However, my squads powers are set to "Defensive" only. I still need to command them to use offensive powers using the power wheel however, as I am playing on Hardcore. This is a major bug, cant believe it hasnt been patched yet. I'm totally unable to progress in the series as I can't complete the first game.
