I think it is the same fool writing this Summary that wrote you could choose Evfra as a colony rep at the end of the game.

You can choose Evfra as ambassador. Your outpost on Eos has to be a military one.
If you chose to make Perdromos a science outpost (as I did) then the angaran choice you're given is the Moshae.
Thank you for the responses. It appears as if Maarel's mission was removed after the guide had gone to press.

Are there any other conditions that needs to be fulfilled in order for Evfra to be a candidate for the ambassador position? During one of my playthrough I chose military but at the end the choice given to me was still the moshae.

Nobody has ever gotten Evfra - I've looked. Perhaps it was once possible, in some pre-release version of the game, but it is not currently.

Last I checked, you needed either one or two conditions for Evfra to be selectable:
A - Podromos must be a military outpost.B - You must not have the Krogan on your side (either by ignoring Elaaden entirely or by not giving the Krogran the Remnant generator). If you do, Morda will take Evfra's place as the pro-militant choice for ambassador.
Granted, IDK if the above is still true. However, it's how I heard it was possible before.
