There is a Book out there called "The Gernsback Continuum" and this was probably chosen and lent to the name for the Hugo Gernsback in Mass Effect 2 captained by Cpt. Ronald Talyor after the crash and mutiny and exile of the crew. This book is also categorized as Cyberpunk.
The ship in Mass Effect 2 and The Gernsback Continuum are both homages to Hugo Gernsback, due to his contributions to the science fiction community. The Hugo Award is also named in his honour.
I'm unfamiliar with Bubblegum Crisis, but I do like finding parallels between Mass Effect and other fiction, whether it's intentional or not. I even see similarities in the Celtic creation myth.
