In the ME -3 multiplayer game there are 5 powers and the I can only use 4 at level 20 is there someway to fix it
No, you are meant to choose between them. You only have enough points to max out 4 of the 5 skills and you decide entirely on your own how you allocate those points to build your character.

What the other person said is correct, you can't max out everything. I suggest you check out some of the many character builds on the Bioware Multiplayer site , so the make the best use of those powers based on your style of play.
