Don't panic.
You need to open your "MassEffect2Config.exe" which is located in "C:\Program Files (x86)\Mass Effect 2\Binaries" (or under "Configure" if you use "MassEffect2Launcher.exe" to start ME2).
- Go to "Save Games".
- Click "Copy Mass Effect 1 Save Games".
- Navigates to where your ME1 saves games are; usually C:\Users\Username\Documents\BioWare\Mass Effect.
- Click "Ok" and you should be good to go.

Did that and this:
I just bought the Steam version of ME2 and cannot import my ME1 save for some reason. I have tried using the Configuation Utility which didn't work as well as manually copied my ME1 save into these directories:
C:\Users\Josh\Documents\BioWare\Mass Effect 2
C:\Users\Josh\Documents\BioWare\Mass Effect 2\Save
C:\Users\Josh\Documents\BioWare\Mass Effect 2\Save\ME1
C:\Users\Josh\Documents\BioWare\Mass Effect 2\Save\ME1\Save
ME2 still cannot find my ME1 save. I am not sure if I have the save in the correct directory or not. I have also tried copying ALL of the folders in my ME1 save directory, i.e. the Config, Logs, News, Save dir's into the same directories above, which didn't work either.
