Not enough information.
1. It’s important to identify which product is experiencing the problem.
a. PC
b. DISK
2. System Details
a. ITEL I3-2100 , 3,1 GHZ, 8GB RAM
b. ATI RADEON 7740
c. ATI
d. WINDOWS 7 HOME EDITION
e. DIRECTX 11
3. Problem Details
b. The game doesn't start, i click on the icon , "connecting to the cloud" appear,but after nothing happen !
c. After the istallation of the game was terminated
d. The game won't start at all.
e. After the istallation,there were an error during the title update : "A problem with the DirectX"

You have not answered regarding the game version. Did you apply the latest patch?
ATI no longer operates as a separate brand name. AMD bought them entirely and merged the two companies years ago. AMD currently offers no graphics with a 7740 model number.
Acer sells an all-in-one device with that model number, but all it has in it is Intel's integrated video:

You cannot expect a machine of that quality to handle this game, sorry.

i'm actually runnig skyrim with ultra details ! Probably i wrote wrong information , i own an AMD graphics card is that one : Asus HD7750-1GD5-V2 - Radeon HD 7750 - 820 MHz Centro - 1 GB GDDR5 SDRAM ... so,what is the problem ?

I got it to work by going to the actual program right clicking, click on properties then on compatability and change the compatability settings. I play it on windows 7 so I changed it to windows 7 as of why it was changed in the first place I think windows changes the compatability settings when it thinks a program hasn't worked properly. I got it to work and I've been playing so far.
