Is your Origin password containing any special characters?
If so change the Origin/EA password to one without special characters and try again.
No special caracters just simple englis letters one capital at begining and some numbers at the end.

Please use UOTrace as described in this guide and load the result up.
Furthermore, create a DxDiag and post it with your next reply. You can do that with the "choose file" button at the bottom right corner of the reply window.
Can you try to connect outside of your local network? You could do that by using a smartphone as Personal Hotspot.
You also should clear your Origin cache:
All settings in Origin (only in Origin not in the games) are back to default settings after this.)
- close Origin completely. (right click on the Origin symbol in the task bar > close)
- Press the Windows key and "R" at the same time.
- Type or copy "%ProgramData%/Origin" (without quotes) > hit ENTER
- Delete all the files and folders in the Origin folder, except for the "LocalContent" folder. (The "LocalContent" folder must remain untouched.)
- Press the Windows key and "R" at the same time.
- Type or copy "%AppData%" (without quotes) > hit ENTER
- Now your Windows explorer should have brought you to your "C:\Users\>your user name<\AppData\Roaming" folder
- Delate the "Origin" folder inside the "Roaming" folder
- In the address bar of your Windows explorer click on the word "AppData".
- Open the "Local" folder
- Delate the "Origin" folder inside the "Local" folder
- Restart your PC. > testIf that still don't helps, I would uninstall Avast for testing purpose. (restart > test.)

I am having the same issue only I keep getting stuck on the "please wait" screen when attempting to connect to the Cerberus Network. I don't have the option to use another computer so are there any other solutions to this? I've been searching for days with no luck so far. Would really like to get it to work or get my money back for all the DLC.

No Problem, if you still want to try other solutions look below.
Try to repair the game. (in Origin > Game Library > right click ME2 > Repair)
If that don't helps, did you tried all the suggestions in this thread?
If yes, flushing the DNS cache would be the next step. Also run SFC /scannow if the flushing don't works.
If that still not works, try this:
Download the "masseffect-binkw32-master" file from here.
Unzip the file and go to the "masseffect-binkw32-master\masseffect-binkw32-master\ME2\Release" folder.
Copy the two "binkw32.dll" to the "Mass Effect 2\Binaries" folder. (overwrite)
Steam = ">Drive<:\Program Files (x86)\Steam\steamapps\common\Mass Effect 2\Binaries""
Origin =">Drive<:\Program Files (x86)\Origin Games\Mass Effect 2\Binaries" - 9 years ago
FWIW I was getting the same error (see my other thread here), and I happened to have a new CPU come in, so I decided just to do a clean Windows 10 install. After the format and resetup, Mass Effect 2 no longer hangs at "Please Wait"!
So there's a nuclear option if you want to take it, haha.

Thanks but I really don't want to do that! That's actually when I started having issues. I had my SSD with OS on it crash and had to do a fresh install of Win since I didn't have a backup (silly me!) I think if I can't get it fixed in a few more tries will see if I can get my money back for the DLC. Can still play the game and it still rocks. Best games ever!

Ok, I have tried all the options listed in your suggestions and the game still freezes on the main menu when my computer is connected to the internet. If I am not connected, the game will play and say I need to connect to Cerberus Network. If I click "connect" the game goes to a "please wait" screen and hangs there eternally.

DLC is authorized on Bioware website and on Origin but not in game. The game freezes if my Ethernet cable is plugged in. If I play offline, it gives me a list of all my DLC and says it is not available unless I sign in to Cerberus Network.

You did try to repair the game? (in Origin > Game Library > right click ME2 > Repair)
You also swapped the binkw32.dlls as described in the Post above?
yes, I swapped the binkw32.dll files in origin folder (I don't have the game on steam) and then the game would not open. I repaired again (probably the 10th time since starting this whole mess) and now it's exactly as it was previously.

This seams to be more than a connection error.
The game should start without problem with the new DLL files, you did overwrite the original DLLs?
Did you tried to uninstalled and reinstalled the game?
Please preform a clean boot and test the Game afterwards.
If that don't helps, run Sfc /scannow and post the final message.

I finally got it to work!! I completely uninstalled Mass Effect 2 (again since I've done that once before) and re-installed it (again) through Origin. After doing this I replaced the .dll files. The game will not open through the Origin shortcut but will through the "ME2 Game" launcher in the Mass Effect 2 folder. The game also still freezes when my computer is connected to the internet but when I started the game with the internet disconnected the game works and all DLC is working in game! So excited to get to see new parts of this game that I haven't experienced before. Thanks a ton for all your help and patience.
