This is completely unaceptable.....
I just spoke on the phone with EA Support and pointed them to this thread to show that it's not just me. They have elevated my case to a specialist and will be contacting me back by email. They don't seem entirely convinced that the issue is on their side, though. That's why I am recommending that everyone with this issue talk to EA Support as well. The more people they hear from, the more likely this will get resolved.

Having the same issue (hadn't played ME2 since back in 2011, but finally got around to picking up ME3 this weekend and was doing a fresh playthrough on the 1st two games). Didn't have any issues the last time I played (several years ago), and my Origin account recognizes and shows all the DLC I have and have purchased for this game.
Currently in a chat with someone at EA (he's currently 'researching' my account). Hopefully he can help out, but it looks like several people are having this issue. Hopefully that just means it's a server issue on EA's end (and not an issue with my acutal account) and will be resolved somewhat quickly.
Get the server hamster back on its wheel!
