Lair of shadow broker starts only if you give Cerberus' intel. If you don't give the intel Liara will just sit on her office all day long.
No, in the original release LOTSB (no DLC installed) you had the option.to help Liara twice and after the DLC there appeared a dialog option to hand her the Cerberus Intel now, in the Legendary Edition you have the option to start that content (skipping her first two quests) if you choose the "Let's go after the Shadow Broker" dialog option.
After the content ends there were two things that happened and they vary on the original release and in the remaster:
1. Original: You can take Liara to the Normandy where you would earn the Reminense Trophy (think of this as a squad loyalty mission but very short) and you would earn the Stasis bonus power which you could have it transfered to ME3 and if your Shepard romanced her in ME1 you could rekindle the romance and earn the game Paramour trophy;
2. Remaster: You can have Liara on the Normandy but the Stasis won't unlock as it seems to have been tied to a trophy Bioware removed for the LE and there is no bonus power transfer to the third game plus there is a chance that thr Paramour trophy won't unlock for players who romanced her in the first game.
