Kelly counts as a full romance in ME3. (I guess because you must romance her in ME2 to see her at all.)
The achievement is unlooked as well.
After ME2's release there were a number of discussions and debates on the official forum about Kelly's romance not counting toward the achievement. Perhaps the arguments presented by the pro-Kelly side persuaded BW to include her romance in ME3.
