To summarize:
All DLCs for all games of the Original trilogy are free available by now.
They should be displayed and be downloadable in the "Manage add-ons" section of the specific game in the Library of EA app.
(For ME2 and ME3 that is, the DLCs for ME1 are part of the main game download.)
Unfortunately, the EA app is still having problems with permissions for older games for some users, and this seems to be the problem you are having.
@Resztaczasu- no worries, thanks for trying to help! Mods do not have anything to do with my issue, but mods can confirm that the content is not there. That is the reason for mentioning mods - ME3 Mod Manager makes a backup of your vanilla game installation, so that if you screw something up you can just restore the backup copy and get back to playing again. When it does this backup, it scans your files and tells you what DLC you do not have, in case you forgot to download something you own. In this case, it told me that I do not have this DLC installed. Holger's post clarified this; the DLC are free, but should still appear as DLC and that these things have not been "incorporated" into the basegame. I needed this clarification; it could have been that ME3MM needed to be updated. This is not the case, ME3MM is under constant development and is a great tool for these games if you weren't aware. Lots of things that the Mod Maker can fix, including the dreaded ME3 Retaliation Glitch that can prevent players from joining the multiplayer. Anyways, mentioned you so that you would know that mods have nothing to do with my issue, I haven't installed any yet.
Permissions issue at what level, I am wondering? This is an internal EA database issue, how this isn't simple flags ON/OFF makes zero sense to me.
Is the game owned? Is all of the DLC now included? Yes, yes. Click, click.

Specifically, the "for some users" part really eats me. Why some users? I run Windows 10 like the majority of the userbase, this is a freshly installed Windows. I move folders for some things to different drives, which is possibly involved here, but it has never bothered Origin or any competing product.
I wanted to reply to you to just say that indeed, I do not see the Groundside Resistance Pack DLC or the Genesis DLC when I click on the "Manage" button, but I do see everything else (because I bought it?). The permissions are there that they can see what I have purchased and make sure they are in my account (which is better for me than a lot of people, yikes), but there is not a permission for me to add new DLC that is free for everyone?

This is not laughing at you, I appreciate your response and think what you wrote is accurate - I just cannot fathom how or why, which has nothing to do with you!

Look, I have no inside knowledge of EA's internal file system, so I can't say why some accounts have this problem and others don't, but these games (the original trilogy) are "ancient" considering how fast things move in that area.
So old games on old accounts, with permissions set in old file systems, made for different applications, different languages and game versions, all of which have to be implanted into EA app with a new file system.
That screams problems.

Hi, @HannibalSpectre thanks for taking time and explaining that to me. I was so late to the party that I bought ME, ME3 and all ME2 and 3 add-ons in one go, installed and stick to rule “if it isn't broken don't fix it”. Maybe sometime I should give mods a try.
When it comes to “some users” on first glance it looks as if EA App don't recognize credentialls for things not owned back in the Origin days. That said a month ago it turned out that (at least in my region) Genesis for ME2 wasn't downloading for anyone, even those who owned it for years. We only managed to find a workaround. I don't really know how it works currently (my topic is here if you are curious). So yes it is complicated and confusing.
I have Genesis 2 for ME3 on my DLC list, but a month ago it has it own page in the store - now the page doesn't exist.

The store magically fixed this recently (5/16). I had made another update to my case on EA Help, and perhaps my verbiage there was specific and helpful for an associate, or an update to EA Desktop fixed it, or Hi Ho, Hi Ho, It's Off To Work We Go some elves did magic.
I would give credit where due if I could. Nobody said they fixed things for me, but it was literally minutes after my report.
Anyways, for me, this is now fixed. I have new issues, so @holger1405 if I have not offended you (never intended to) please take a look at my issue with MELE1. I posted a DxDiag, error report, and some other information that hopefully will expedite anyone in the mood to give it a shot.
@Resztaczasu- I definitely recommend modding the crap out of ME3 🙂
Specifically, since you are playing SP only, get the EGM, Spectre Mod, Omega Expansion, and go from there. There are complete guides that work well, Holger has even posted one here before. Without LIME (a variant of MEHEM) I am not really sure I could have ever played Mass Effect 3 SP again.

And well... I play multiplayer as often as I can (a 20 min. match is less daunting and often more fun than a list of things to do next in single player mode, that I already finished more than a dozen times. Currently I'm stuck on call mom, meet friends, throw a party for couple of months 🙂).
