@JuddV10 MP progress is all server side. If that is missing from the EA account, it is typically due to one of the following reasons:
External platforms (Steam/Epic/Consoles) were removed from the EA account
MP servers are down
N7 HQ page is not syncing with the EA account or platform
Sadly there isn't a way to go in and simply restore progress so we need a bit more info.
Have any changes to the account been made? Unlinked platforms? Email or password changes?

I think I made an account merge, but I played after
I have the vanguard class at 20 for example but no characters or weapons

@JuddV10 If there was an account merger, depending on how that went, that progress would be gone. Once changes are made to an account, anything you did would be wiped. If you played the game and built up progress after that merger, it would be a sync issue. That happens a lot after mergers.
Sadly once progress is no longer there, we don't have the ability to restore it. Being ME3, you can go to the Galaxy at War page and try to sync up the account and the game with the steps on the page, but If the progress does not show up after that, you will end up starting over.

@JuddV10 If the data went missing that far back, there is no way to retrieve it. Even now, we would have to have quite a few players report this and it would take quite a bit of time to get looked into. Missing data is not easy to fix. As it is all server-side, there isn't a way to delete it unless account changes are made as you mentioned. If account changes are made, that is working as intended. If the steps I sent do not work, and the data does not sync due to account changes, unfortunately, we will have to start over.

@JuddV10 I asked about it too. Sadly that data would be gone. I had to verify if there was a way to recover, and there is not.
