Mass Effect 3 PC Can't find saved games

Mass Effect 3 PC can't find my saved games. It keeps starting as a new game and doesn't download my saved games. Effectively, all of my game progress is lost. How do I recover my saved games from the Origin cloud?

If you go to My Documents\BioWare\Mass Effect 3\Save can you see any files there?

If you check the Game Details page, you can click on the Cloud Storage tab, and see if the Restore Save button is funcitonal there.
