Your Windows 10 build is 19044, it should be 19045 for at least a year now, are you blocking Windows feature updates on purpose?
The AMD Graphic driver is also very old, there is a newer version available on the ASUS Website of your Laptop.
Use this AMD tool to remove the driver before you install the newer one.

I did everything You wrote about, but the issue remained the same.

One thing I did notice is you have two different graphic cards listed. One is a Vega 8 an integrated onto the chip graphics solution and a Nvidia 1650 which doesn't list any info.
The Vega 8, is NOT a dedicated graphics card and doesn't have great performance, and thus you would be best served getting the Nvidia card up and running.....which should mean installing Nvidia drivers and checking your settings and possibly cable connections to make sure everything is set up to use the Nvidia card instead of the onboard AMD chip.
