Mass Effect N7 HQ

Hello, currently i've been playing Mass effect 3 and wondered how to change my tech mastery title to the alternate options. When i tried to log into N7 HQ it loaded a page saying "Sorry you do not meet the requirement for viewing this page" When i looked to find a solution i could not find one. So i am messaging you for help as im out of ideas and found with no where else to turn.
