They're referring to the console in the PC version (the dev console which you can open with ~ and input commands into, useful for a lot of things like changing FOV). It's not so much a matter of needing it, it's a matter of it being accessible in the original and being useful for a bunch of things.
They took it out. Instead of having all the ini files we did now we only have 3 and its not the BIOInput.ini file to access the dev console. Good luck trying to customize your game play. If I wanted to play like the console people I would have bought it for the XBox or PlayStation since tha'ts pretty much what they limited PC Users too.
