That's beyond absurd reasoning, frankly it describes how it's broken.
Either A: Liara has basic level electrical ability OR they need to completely REMOVE the skill option from the list. If it wasn't broken, it wouldn't have been listed or a place in which skill points could be dumped into.
I for example, decided to leave liara until one of the last things i did, and when i got her, i was planning on taking her and wrex to peak 15... only to discover many many hours later after getting her and cranking her electrical skill to max, and playing through multiple stages before getting to peak 15, that electrical funamentally was broken as a combat skill AND as deciphering/hacking among other things.
I could backtrack many many hours and revert, but frankly this seems like a major oversight on bioware's part since you'd have thought someone had played through it and at least tried to use overload or crack/hack something.
Is this aimed at me?

Please stop flooding my bug report with useless bickering.
It is a bug, a bug that can be easily reproduced, as mentioned above. Personal opinions do not change this fact, and if a developer tried to justify a clear technical issue that way, they'd instantly lose all my respect.
If BW wanted a lore-specific explanation, they would remove Liara's omni-tool, and replace her Electronics skill with a biotic ability. Until then, this is purely a technical matter.

However, due to a limitation in the game's UI, if Liara learns all of her available biotic abilities, the Overload ability becomes hidden in the HUD/Power Wheel. In that situation, Liara will only be able to use Overload if the Squad Power Usage option is set to Active. To avoid this, no points should be invested in the Stasis talent.

Please don't call people a Troll when they offer an explanation as to why a Tech ability doesn't work for a Biotic. I didn't make the rules on how these things work, Bioware did.

Can you comprehend that this is a bug? A bug. A technical oversight. An issue. Not intentional. Not based on lore.
The bloody tech ability works if you don't invest points in Stasis.
