Sorry to hear about your problem. Unfortunately there's nothing anyone here can do for you.
The AHQ is for "player-to-player" technical self-help and game-play discussions.
We're all just fellow gamers, doin' the best we can...
You need "official" support from the EA Game Advisors.
As the NOTICE at the top-right of every forum says:

Sounds like you have an account/code problem.
After getting to the Help Center and filling out the required information, (Product/Problem/Platform) look for the "Chat Now", "Call Now", or "Email Now" buttons, not the AHQ "Ask Now" one. (You've already done that!)
Be sure you have enough time (at least one hour) to wait before being connected to someone. 😕mileyfrustrated:

Origin is quite buggy. You're better off downloading the DLC straight from the BioWare website.
Why are you posting this reply to every topic in Answer HQ?
This seems a general bug, not just a specific problem to a single account.
Even EA HELP PAGE tells that: "The best way to get help: Answer HQ. Visit the community at Answer HQ to get support 24 hours a day."

What else am I supposed to say? This is a user forum, not official support. We can't fix bugs so I offer you the only workaround a fellow player can offer you. If you want them to fix this bug, contact official support. This isn't it.
The latest Beta build of Origin that was just released may have fixed the problem.
