I also decided to go back to one of my old saved games prior to the legendary edition to see if the quest crashed there as well but it worked just fine. Thus the issue is specific to the legendary edition not my system. I suspect that there is something within the new updates that's creating these crashes. More than likely it's an error within the new graphics of the Recruit Krogan Warlord quest as all other aspects of ME2 Legendary seem to work just fine.
Try to repair the game.
Origin > Game Library > right click MELE > Repair
Steam > Game Library > right click at MELE > Properties > Local Files > Verify integrity of game files.
(If you are on Steam, use the Origin repair as well.)
