ME3 Config tool crashes as soon as clicked

The reason for this problem is probably your 18 Core CPU. The Config tool don't "likes" hat many cores.

There is afaik nothing what you could do with the tool that you could not also do in game or with some easy file operation.

Is there as specific problem?

Ahh ok thanks for this, I really appreciate it. I'm just trying to make sure all the settings are set to the highest as the textures seem a bit low. Is there a config.ini file that I could just edit?

All you can do in a vanilla game is to set "Texture Detail" to "Ultra-High", "Particle Effects" to "High" and to disable "Film Grain" inside the in game Graphic settings.

But the texture quality was not great from the beginning. The movies are 720p and most of the textures are meant for the same resolution, so not even Full HD.

The only way around that is to use a texture mod like "MEUITM"  Here is the Nexus page for this mod.

It did become quite simple to use this mods by now, but it still can brake the game if something goes wrong.

If you want to use the mod I would recommend to keep a full backup of the vanilla game, so that you don't have to download anything again if something should go wrong.

Note: I haven't used any of these, so can't attest to their efficacy or stability.  As Holger noted, create backups!

And if nothing else, they at least it gives info on what can be done.

Limited settings can be tweaked manually in the gamersettings.ini.  Found in your documents/bioware/mass effect 3/Biogame/config folder.

Note: you can set the framerate much higher than the default 62.  BUT...

For some odd reason, enemies scale to frames per sec, not a real clock.  So, you speed up the fps (which your 1080ti can certainly handle) and enemies will have shorter cooldowns, etc.  At least in MP.
