- Make sure EA app and Steam are closed.
- Press the Windows key and "R" at the same time.
- Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
- Move the "License" folder to your desktop.
- Test.

I can further confirm that this folder does not exist.
Going on a fresh reinstall with multiple computer restarts between install and attempted launch.
Not in the Steam install location, not in documents, not even in appdata.
It's time to retire this copy-paste response, it's clearly outdated.
