I don't think that they'll "officially" support mods, but they do want people to be able to mod the game.
Simple coalesced and .ini edits are already available on Nexus. PCC edits will require a bit more time for the modding superstars to alter the old tools (would have been very helpful for EA/Bioware to have provided such an editor this time around).

I believe I recently read somewhere about EA/Bioware planning support for modding MELE. I'll try to remember to post a link if I come across something in the future.
Not sure how the news about multiplayer will affect that. Personally, being able to mod a game is very important to me. For me, it provides a much better experience.
It seems games that can be easily modded have a much longer life. This translates into continuing sales of such a game. Makes business sense.

Honestly when it comes to mods the Mass Effect Modding community go above and beyond when it comes to make new content and restoring cut content. it's absolutely astonishing. The only depressing thing is that Andromeda isn't able to get the same treatment due to the Frostbite engine because if it was still on the Unreal Engine we would have seen the same love and dedication given to that game like it was given to the Legendary Edition. Who knows? We could have seen an Expanded Galaxy mod for Andromeda or the Pathfinder version of the Spectre Expansion Mod.
