Having played some matches of multiplayer on the new patch, I can say it's mostly a step in the right direction. Here are my thoughts.

Many players already pointed out the problems with power and weapon balance, yet bioware seemingly did not listen. This patch is hopefully the first step to a much more significant fix to multiplayer problems.
In biowares defense, talk of balance issue only really picked up a week before the patch hit, I don't blame them for the small amount of changes. I sincerely believe that next patch will make significant improvements.
