So I have Mass Effect 3 on Xbox and there are a ton of characters to choose from and unlock for multiplayer. However I recently bought mass effect for my laptop and there are only 4 characters for each class. why is this?
And one other thing. When I click on downloadable content it makes the sound like I am clicking it but it doesn't actually open the downloadable content menu.

First, I am not a MP expert at all but I will try to answer you as best as I can.
Mass Effect 3 MP isn't cross platform, so your progress in ME3 on your Xbox will not count on the PC.
You can get new characters by purchasing item packs if you have the corresponding DLCs.
