Well N7 is an alliance programme, so technically unless there is an endorsement from alliance leadership, I dont see the legitimacy of the programme if someone like Tann says go for this programme, and you will be N7, it just cheapens the N7 legacy. As for a normal trraining programme, they did that with the angarian warrior that's hanging around the cultural centre, quest was bugged though. I couldnt complete it.
Yeah that quests bugged - both PC and xbox one. Hubs plays on PC and he can't turn it in. I play on xbox one and can't turn it in either.

I got it to work on playthrough 3 (didn't even see it on my original game). He basically offers you a place as a Heskarel (SP?) if you decide to quit being a pathfinder.

The npc wasn’t there before the patch, assuming him misssing originally was a bug 😂😂P.S. I can turn it in per-say but the quest remains in the quest log as incomplete.

LOL I initially thought it was an additional bunch of quest slotted in to keep fans excited, but since it's just that one buggy quest, think you are right lol. They fixed a larger bug of him not showing up in the first place but not the other one where we cant complete the quest.

As in it's still there on the map and not in the completed portion of the journal
