Correct - Any of my previous save games that have the N7 hoddie, KEI-9 mech dog and N7 weapons work just fine. I open a new game, import from a new ME2 save and I am about 50% through the game (post Citadel coup) and have had no emails advising of these items. I know it's just a cosmetic issue and doesn't really affect gameplay (although I am missing my N7 Eagle and Valiant combo now) but I really dislike the casual clothing options for FemShep and the hoodie just fits (mostly because I'm wearing mine while playing too).
The only solution provided is to reset the online pass via the chat, but no one could do that for me yesterday and instead had to escalate to a specialist. I've ALWAYS (since launch) had the error come up about the online pass not being authorised and have just given up since no one can really fix it or tell me why.
As someone who plays mostly as an infiltrator, I understand. 😉
(For the clothing, there are some good mods available, if you are interested.)
But back to the problem, the point is that there is no online pass for PC anymore.
That's why I think the repair could help.
It is very late where I am, so I wont be able to answer your post today. Try the repair and test the game.
If the repair don't helps, try a new character without importing from ME2 also.
What DLCs do you have installed?
"From Ashes" is working?

I'm at work at the moment so will try the repair when I get home (in about 4-5 hours).
From Ashes is working as is all other DLCs (I have everything except the appearance packs). New game (no import) also wasn't working but again will try the repair.
Get some sleep and I will talk to you tomorrow (your time) 😉

Launched game - still shows DLC error...specifically:
Unable to authorize the listed DLC
Please log in to the Alliance Network with the account used to purchase the DLC
Collector's Edition Online Pass Entitlement
Started new game, no import...did Earth, Mars and Citadel (so up to the first part to be able to freely move around pre-Palavan) and still no email for the N7 stuff. Changed to my in-progress game and still nada...

Ok, (regarding the PM), lets see what support can do.
If they don't have a solution I would try a clean re-installation of the game with a digital (Origin) copy. (use CCleaner to clean the Registry between the uninstall and the new installation.)
