New Game Plus Weapons and Armor Glitch

I have recently started playing ME2 and once I finished the game I decided to play the story all over again.Once I beat Freedoms Progress and got onto the Normandy, I saw that I only had the default and dlc weapons and armor. I tried to do NG+ numerous times, hoping it was a random glitch, but it has happened everytime. I even tried to delete all of the dlc and patches and redownloaded everything and it still doesn't work. Do you have a solution to this? I noticed that this has started happening since I transferred my data from ME1. I don't know if this will happen if I use Genesis instead.
