Possible related issue: I crafted level IX Remnant Arms and got lvl IX Maverick Deadeye Arms instead. Did not happen when crafting level VIII Remnant Arms. Don't have level X unlocked yet.

Confirming this. By researching Remnant arms 9, two appear in development where one of them is clearly not remnant, screenshots:
Confirmed: I developed the Remnant Heritage Arms IX and found two sets of arms now available in the development que. Though they both have the same name,one set had the same bonus set/look as the Maverick IX set.
One year later, this is still a thing. :'(
