Omega DLC not triggering properly

I have done the following but cannot gain access to Dock 42 to officially start the Omega questline:

-Completed Aria's Citadel Questline. All mercenaries are recruited.

- Completed "Priority Palaven"

- Received Aria's email and have it marked as read.

- Completed the Citadel Coup quest

- Have not done Final Cerberus Base Questline ( I have heard this locks you out of all quests until you complete Earth)

I have also reinstalled the "Omega" DLC three times now.

Is there something I'm missing or is it just glitched?

Are you sure you have completed all Aria's original missions from Mass Effect 3 (Blood Pack, Blue Suns, and Eclipse)?
Afterwards the Omega DLC missions should become available.
