Have you completed the quest High Noon with Sloane Kelly in charge of Kadara? Whichever faction you sided with in that quest becomes friendly on both Kadara and Elaaden.
Yeah the ones that aren't hostile are allied because of that. However there seems to be a bug because sometimes they are hostile for the clan you sided with. Like it picked the wrong ones to spawn instead of generic or the hostile faction.
