(PC) Download is in Progress.

Hey @boy_wulfe. 

The Origin client itself is saying there's a download in progress? If you look at the download list in Origin does it show anything there is being installed?

Your problem seems to be independent from the current connection issue. 

Try to clear your Origin cache.
All settings in Origin (only in Origin not in the games) are back to default settings after this.)

• Close Origin completely.
  (right click on the Origin symbol in the task bar > close)

• Press the Windows key and "R" at the same time.

• Type or copy and paste "%ProgramData%/Origin" (without quotes) into the new window > hit ENTER

• Delete all the files and folders in the Origin folder, except for the "LocalContent" folder.
  (The "LocalContent" folder must remain untouched.)

• Press the Windows key and "R" at the same time.

• Type or copy and paste "%AppData%" (without quotes) into the new window > hit ENTER

• Now your Windows explorer should have brought you to your "C:\Users\>your user name<\AppData\Roaming" folder.

• Delete the "Origin"  folder inside the "Roaming" folder.

• In the address bar of your Windows explorer click on the word "AppData".

• Open the "Local" folder.

• Delete the "Origin"  folder inside the  "Local" folder.

• Restart your PC. > test

That was the first thing I tried, reinstalled origin and the game and still have the issue! especially frustrating as I couldn't play yesterday to connection issues.

My post was directed @boy_wulfe, and his specific problem.
clearing the cache will not help with the general connection issue. 

Your Saves however will not be affected. They are stored locally. 
You can deactivate the Origin cloud save function and make a backup of your save folder to make sure, but you can play SP safely.   

Didn't work, it restarted DLing Final horus of ME and it's still stuck finishing that

"The final hours of Mass Effect" is the only thing that is in the queue?

The game and the other DLCs work normally?

Can you please confirm that all the DLC that are already downloaded are in the ">drive<:\Program Files (x86)\Origin Games\Mass Effect 3\BIOGame\DLC" Folder?

There is only the "Extended Cut",  the "Reckoning Multiplayer Expansion", "From Ashes", and the "Collector's Edition Bonus Content" in this folder.

Is that all the DLC you have or is the rest simply not downloaded?

If not downloaded, what says it under the "Extra content" section about your DLCs?

That's odd, I should have all of the DLC. let me check
It says the main  DLC is installed. When I load a save game it does give me the email to start Omega, Citadel and the other ones
