I've tried to do as instructed. I don't see anything that looks like that in the task manager and installing the latest version didn't work. Neither did attempts to install the 2010 version. This brought up similar issues to trying to install, saying it can't find the file, and not allowing repair or removal.
The first message says "Error: The VC++ runtime redistributable package was not installed successfully. Setup cannot continue. (1612)"
The second message offers to either repair or remove "Microsoft Visual C++ 2010 x86 Redistributable.."
When attempting to do that a message pops up saying "The feature you are trying to use is on a network resource that is unavailable." The offered source is "d:\ad66aac00884f54eec4dfb8e7122\". Clicking OK leads to an error message saying that is can't be found. No further progress after that.
On Windows 11 (64bit)
@WorldofEBB I would uninstall VC++ through the control panel
Those errors are a conflict with either VC++ or Windows and its registry.
Go into Windows updates and make sure there are no updates. Update the following. I would repair Windows and your HDD or SSD whichever you have
- Run the System File Checker tool
- Check for Windows Updates
- Check for GPU updates
I use Win11 and I have seen none of these errors. Those specific errors are due to either a corrupted Windows account, a conflict with another program or Admin privileges.

@WorldofEBB So the next step would be a new Windows account, and see if you get the same errors.
After that, we would need a DxDiag
