I figured out the issue. It wasn't connecting to the server. I thought last time I played I didn't have to. I just deleted the Binaries and BIOGame folders and relaunched and it worked that time. Thanks for the assist!

Which platform are you trying to play through?
EA or Steam
Do you have the game and the platform both on the same drive?
I had them on different drives so I did fresh installs of EA and Steam on the same drive with fresh installs of ME2 as well.
Do you have EA Play, or do you own the game and the DLC?
Own the game and DLC on both platforms.
In Steam do you see a Mass Effect 2 (2010) and a Mass Effect 2 (2010) Edition in your library?
I have both and get the same result with both as well as if I download the files from the EA site.
Community Manager@Chaidrais70706 Thank you. I have both as well so I tested it. One worked, and one did not. As yours does not work on both, try the following for me.
Since the game will show up in the EA app as installed when you install it through Steam, go to the DLC folder which would be In the EA Games folder under Mass Effect 2. In the DLC folder, delete all DLC items and in the metadata folder, delete everything there as well.
Log back in.
Redownload just the DLC.
Test it out.
Steam - C:\Program Files (x86)\Steam\steamapps\common\Mass Effect 2 (2010) Edition\BioGame\DLC
EA app - C:\Program Files\EA Games\Mass Effect 2 (2010) Edition\BioGame\DLC
