Performance lag
My current setup can run most modern games on high settings. I have an AMD Ryzen 2600, GTX 1050 Super and 16gb of ram (no point in listing the specifics, it's definitely more than enough to handle ME...

There are very good reasons to get into the specifics, even if the system is clearly strong enough for ME2.
So please create a DxDiag in text file format and post it with your next reply.
If you use Windows 7 also go to your Reliability monitor > Press the Windows key and "R" at the same time and copy and paste or type "perfmon /rel" (without the quotes) in the new Window > hit “ENTER” and look if it has entries for the game you have trouble with.
If yes double click at the last entry for the game executable, copy the info to the clipboard, and save it to a text file.
You can attach the DxDiag text file you created (and the “Reliability monitor” text file as well) to your post in the “Reply” window with the “Choose File” button.

There are RADAR_PRE_LEAK_WOW64 warnings for ME2 in the DxDiag.
That is a warning from the "Resource Exhaustion Detection and Resolution" (RADAR) service that means that the OS detected that "ME2Game.exe" is approaching critically low levels of Memory it can use or that it has a memory leak.
That by itself means not much, but it could be significant to the problem you face.
There are also RADAR_PRE_LEAK warnings for several other applications. That leads me to believe that the problem is not related to the specific application but to Windows or other third party software.
Please preform a clean boot and test the Game in clean boot mode.

I don't know what happened since then, but I reinstalled the game and no longer have this issue. I had to lose all my mods and reinstall them, but the issue seems to be gone for now!
