Apologies for the cross post, but all these various threads should be linked up.
Note to those reading this: Nothing tried so far has brought the content live (i.e. Reinstalling the game, restarting before obtaining the tempest, redownloading content, etc.)
Noted in the other linked thread:
I ended up finally getting my content.
* Uninstalled the Game
* Reinstalled JUST the Game (not the additional Content)
* Opened and Closed the game (Loaded a save, but I don't think that matters).
* Reinstalled all of the additional content.
* Loaded up my last save and continued playing.
The content did NOT immediately show up. However, after completing a major objective I went back to the Tempest and there was the notification that I had content and such.
