After checking the DLC folders, its clear why it is like that.
The Citadel DLC is saved in two different folders ("DLC_EXP_Pack003" and "DLC_EXP_Pack003_Base").
In "DLC_EXP_Pack003", the audio files for italian and german are simply missing, while they are included in "DLC_EXP_Pack003_Base".
Thats why some dialogues are in english, while others are translated correctly.
Should be easily fixable for EA, though, they just have to include the audio files in the next update. I think at least it shouldnt take too much work to do that.
Its not a download problem. Repairing MELE files wont help either. Reinstalling also doesnt help. The files are simply missing until EA adds them.
I tried downloading the old ME3 and copying the audio files that are missing into the DLC_EXP_Pack003 folder, but it doesn't seem to work, the casino mission still remains in english
