Thanks, but just to be clear I have no mods at all -- it's a clean install of Legendary Edition from Steam.
Same issue here - clean install and playing as engineer (added power dominate). I either sit waiting for a wave or the mech wave doesn’t appear. Clean install , steam, and no mods.
The repair is not about mods but about to make sure that there are no game files corrupted.
Please run the repair, if you have the game on Steam run it in Steam and in Origin.
Okay I have now run the repair on both Steam and Origin.
I then worked my way back to this mission with a new character (still Engineer), and played this fight 6-7 times to test things out.
Here is what I found:
⚽ If I completely refrain from using the Combat Drone, ALL WAVES SPAWN CORRECTLY.
🏈 If I use the Combat Drone like I normally would, then waves tend to stop spawning.
🏀 If I use it super-sparingly at the beginning, only against the guys that start right near me, then it doesn't seem to cause any problems.
(4) But as soon as the drone starts zooming around back near the door where the enemies spawn, then that usually means I don't tend to get more waves to spawn.
(5) *Sometimes* one of the later waves randomly spawns even though I've been using the combat drone (and even though several waves failed to spawn)
What I can't say for sure is whether or not this bug actually existed in the *original* Mass Effect 2 (i.e. is this engineer-related wave-spawning bug "new" with Legendary Edition or has it always been there from the original ME2 DLC).

p.s. Boy is doing this battle all the way through on Insanity as an Engineer w/o using Combat Drone a bit of a challenge :D
