Hi edge45, yes you can do so. The Citadel DLC is available to be resumed depending on how far exactly you are into it. Have you completed the Apartment Party and gotten the option to return to the Normandy? If so, then I believe that you get the option to storm the Illusive Man's HQ, or simply return to the Normandy and continue with other stuff. You even get new emails.
However, once you opt to Storm the Illusive Man's HQ, there is no chance to return to the Citadel DLC where you left off. ...except after you finish the game and are brought back to the Normandy at the World Map.
