Are you on a Private network or on a university network?
Did you try to repair the game. (in Origin > Game Library > right click ME2 > Repair)
Did you Restart your router? (Power cable out > wait 5 minutes > power cable in.)
Are you double checked that you used the right DLL patcher? (For ME2 not 3)
Did you disabled the firewall and the real time scanner of your Anti-Virus software?
Does your user name contains special characters?
Private Network
Repaired the game
Restarted router and modem
DLL patcher is correct
Disabled
No special characters
Oddly enough, I managed to log in to the Cerberus Network, but my DLC still isn't showing up. It still shows up as installed on Origin.
Re-install the whole game maybe?
What DLC is that exactly?
I'm having this same problem. I have installed through Steam and have run through this checklist:
Are you on a Private network or on a university network? I've been trying to connect through my phone hotspot
Did you try to repair the game. (in Origin > Game Library > right click ME2 > Repair) Repaired through Steam, game is fine
Did you Restart your router? (Power cable out > wait 5 minutes > power cable in.) I don't have access to my router, but I assume that hotspot connection should be fine?
Are you double checked that you used the right DLL patcher? (For ME2 not 3) I've definitely taken the files from the ME2 folder in the Bink32-master file. I followed instructions and pasted both the binkw23.dll and binkw32.dll files into my Binaries folder.

Does your user name contains special characters? No.
Is anyone able to help? I'm at my wits end and would really like to be able to use the digital deluxe version of my game! Thanks
Ah. So the answer is to just use Origin instead of Steam. Neat. /s
I just noticed that Mass Effect 2 only lets you enter 16 characters for your password for Cerberus Network (EA Online). So, make sure your EA password isn't longer than that.
