Have you tried loadinig and replaying the end sequence of Mass Effect 1?

Load a save anywhere from the citadel before the battle with Saren and let the ending play out again to the credits.
It creates a new character "end state" save everytime you do this even if it's the same character. I would try that and then hop into ME2 and go try import ME1 character again under New Game.
